Election Tahsildar files case against Ktk Bank
Election Tahsildar has filed a complaint against he management of Karnataka Bank Limited with Pandeshwar Police Station (Mangalaore South) under Section 134 of Representation of People''s Act.
In the wake of elections, the bank employees were allotted election duties as micro observers. Since Karnataka Bank was not nationalised, the employees of the bank approached the high court and in turn the high court in its ruling exempted the bank employees from election duties. Following this, the bank allegedly approached the media and then publicised the issue that their staff have been exempted from duties.
Deputy Commissioner and Electoral Officer V Ponnuraj on Monday, April 27 said that the bank has misused the court orders. The issue has been dealt witth seriously as the act of publicising the order is view as an attempt to interfere with the smooth conduct of elections, he said.
Clarifying that the administration has not yet received a copy of the court order and a complaint already has been filed with the police on Saturday, April 25. Now, the bank has to explain itself in court, he added. This will set a wrong precedence for other banks and organisations too may follow suit in future disrupting poll preparations, he added.

Special security in place in 162 polling stations under western range: DIG Hosur
Deputy Inspector General of Police (Western Range) Gopal Hosur on Tuesday, April 28 said that complete bandobast of Naxal-affected area in three districts, Dakshina Kannada, Udupi and Chikmagalur has been undertaken with special security in place.
Addressing media persons, Hosur said that the naxal influence is being witnessed under 20 police station limits and 81 villages. In a total of 162 polling stations special security by deploying 10 to 15 police personnel has been provided to enable about 1 lakh voters exercise their franchise without any fear. The police personnel have also been provide with adequate modern weapons, he said.
Fun time in summer at camp in Kalaangan
A nine-day residential camp is being held for children by Mannd Sobhann at Kalaangan from April 25 and wil be on till May 3.

The Dakshina Kannada police have readied a security deployment plan for 1,518 polling stations of Dakshina Kannada Parliamentary Constituency where the elections are to be held on Thursday, April 30.

Deputy Commissioner and Returning Officer V Ponnuraj said on Monday, April 27 that election machinery is all set for polls on April 30 in 17-Dakshina Kannada Parliamentary Constituency with electoral roll marked copy ready in five legislative assembly constituencies and in three of the other being given final touches.
Addressing media persons DC Ponnuraj said that in 1,518 polling stations a total of 7,500 direct staff in polling duty will be involved with three phases of their training fully complete. Rehearsals too have been undertaken of transporting them to their respective polling stations, he said.
He informed that party campaign will end on April 28 at 5 pm and there on partys can involve themselves in door-to-door one-to-one contact with Sec 144 too in place. From April 28, 5 pm to April 30, 5 pm it is also declared as dry day, he added.
SMS based data collection in polling stations
In 1,470 polling stations SMS-based data collection will be done. Presiding officer and Assistant Presiding Officer are provided training in this regard. Within 15 minutes from the beginning of the polling, each booth have been asked to SMS information and from there on every one hour a report to the Election Commission needs to be sent. For the purpose, SMS allowance too will be provided to the staff. The errors will be rectified contacting the control room, informed Ponnuraj.
District level control rooms have been set up with about 30 officers functioning. There are 11 landline numbers and 4 mobile numbers. Tha andline numbers are 08256-233123, 0824-2014082, , 0824-2444251, 0824-2451903, 0824-2421589, 0824-2444251, 08251-231905, 08257-230150. To avoid any problems due breakdown of service providers, the district administration has decided to used various service providers like the BSNL, Reliance and Tata Indicom, so that even if the server of one service is down there are other alternatives. Control rooms at the Assistant Returning Officer level have also been set up so that people can file complaints.
The SMS server will be connected to the media centre that will update every hour the poll percentage.
Facilities to vote for staff on polling duty
The staff on polling duty apart from postal ballots will also be able to exercise their votes, wherever they are on duty by obtaining election duty certificate. So far 4,800 staff out of 7,500 and 600 policemen have been issued EDC, informed Ponnuraj.
Strict action against defaulting officers
Ponnuraj said that in certain polling stations in the first ophase it was seen that candidates conducted Puja at the booth. Strict action has been taken against the officers on polling duty in such booths and also showcause notice has been issued by the Election Commission, he informed sending across the message that the defaulters will be strictly dealt with.
Special arrangements for smooth conduct of polls
As many as 328 video cameras will be in place and 486 micro-observers other than direct staff will be deployed, especially at the booths identified as critical, sensitive and hyper-sensitive. This apart there is a 20 per cent reserve of polling officers to tackle emergency situations with extra EVMs too being provided to each polling stations so that in situation where EVMs fail to function, the error can be corrected in ten minutes, said Ponnuraj. This apart, eight control rooms ARO-level has been set up and 133 sector officers and three MCC teams too are on the move, he added.
Election Observer T R Meena said that the appointment of micro observers is a new dimension added to the Indian polling process. Since the direct staffs on polling duty are State department employees, a super chair called micro observers, who supervise the conduct of elections in fair and neutral manner was necessitated. And it has so far got in good results as they have to report immediately to the Election Commission and also submit 44-point report at the end of polling which will help in identifying whether repolling is required, he said.

Kerala cops in judicial custody up to April 28
Kerala cops, who were arrested by the Panambur police on Saturday for creating public nuisance, were sent to judicial custody till April 28 by a city court on Saturday, April 25.
Judicial custody was awarded to 11 cops when Panambur police produced them before the Judicial Magistrate First Class-2 court on Saturday late night after conducting the medical tests for alcohol consumption. Meanwhile, Kerala Home Minister Kodiyeri Balakrishnan ordered the Kerala State Director General of Police Jacob Punnoose on Sunday, April 26 to conduct an inquiry into the incident of arrest of 11 Armed Reserve police in Mangalore.
It can be recalled that about 60 cops of Kerala Armed Reserve Police, who were posted on election duty at Bantwal, had arrived at Panambur beach and in inebriated state had created public nuisance by teasing tourists and later assaulting Panambur Assistant Sub-Inspetor Madhav Rao and a constable.
